The Executive Order enacts a number of policy directives, including directing all State agencies to consider the risk of coastal flooding and sea level rise when they design capital budget projects and charging the Department of General Services with updating its architecture and engineering guidelines to require new and rebuilt State structures to be elevated two or more feet above the 100-year base flood level.
Sounds expensive, but you won’t mind paying for it.

ANNAPOLIS, Md. — Maryland Gov. Martin O’Malley on Tuesday rolled out a measure he hopes will put the state on the path to becoming a leader in offshore wind energy development in the mid-Atlantic region.
Democratic Gov. Martin O’Malley wants Maryland ratepayers to subsidize a $1.5 billion wind farm 10 miles offshore from Ocean City.
That’s billion with a B. B as in birds.
Windmills kill nearly half a million birds a year, according to a Fish and Wildlife estimate. The American Bird Conservancy projected that the number could more than double in 20 years if the administration realizes its goal for wind power.
The government should provide more oversight and force operators of wind turbines to select sites where birds don’t often fly or hunt, the conservancy says. It also wants the wind industry to upgrade to energy-efficient turbines with blades that spin slower.
Your tax dollars, slowly spinning in the windmills, but you don’t mind.
